The EAA and online shops, as of September 2026

  • Directive (EU) 2019/882 has applied since 28 June 2025 to online shops selling to consumers in the EU, wherever the shop is based. Microenterprises (fewer than 10 employees and no more than €2 million in turnover or balance sheet) are exempt for services.
  • The harmonised standard is EN 301 549, which takes in WCAG 2.1 AA for web content; WCAG 2.2 AA adds to it. Each member state enforces its own law, such as the BFSG in Germany, where fines reach €100,000 and market surveillance has worked since September 2025.
  • A shop must also publish how its service meets the requirements (Annex V of the directive), commonly as an accessibility statement kept up to date.
